Overview
The Planning and Community Development Department
is a division of the Community Services Department, administered by Planning
Supervisor, Christine M. Hilton, AICP; and Community Development Supervisor, Al Giguere.
PLANNING & ZONING DEPARTMENT
The Planning and Zoning Department is responsible for maintaining and providing
information relative to land use regulations including allowable uses and
development regulations. Staff performs review of building and zoning
(fence/signs) permit applications, various licensing applications, and site
plans for all multi-family residential, commercial, and industrial expansions
and new projects to ensure compliance with the zoning ordinance. Online version

The department assists petitioners with the
process for applications including subdivisions, rezoning
requests, special use permits, variances, site plans, and
other applicable requests that require zoning review and
approval, and provides staff support to the Planning
Commission, Zoning Board of Appeals, and the Historic
District Commission. Information relative to these boards,

Planning staff is responsible for the
preparation and maintenance of the City Master Plan, a
long-range plan used to guide the growth and development of
a community or region. The most recent plan was prepared and
adopted in 1997; to view the plan
click here. Staff
reviews projects from the public as well as from other
departments to ensure they are consistent with
goals/objectives established in the plan. Staff is also
charged with development, interpretation, administration,
and enforcement of the zoning ordinance.

review process that may be necessary.
COMMUNITY DEVELOPMENT
DEPARTMENT
This department coordinates the Community Development Block Grants (CDBG)
and HOME Investment Partnership Grant (HOME), and
administers the Housing Rehab Program.
The City of Battle Creek is currently developing a new Five-Year
Consolidated Plan for approval by the U.S. Department of Housing and Urban Development. This Five-Year Plan will guide the use of HUD funds awarded to the City annually for the 2010 through 2014 program years. Citizens are encouraged to participate and offer input toward the
development of the new plan and may learn more and offer input.
